January 8, 2004 – Matter of Ranchito Coletero, 2002-INA-105 (BALCA Jan. 8, 2004). BALCA found that the overall fiscal circumstances of the owner of a sole proprietorship should be considered in determining an employer’s ability to pay the wage for the position listed on the alien labor certification application.
